INTRODUCTION 


In 1999, election officials from all parts of Bosnia and Herzegovina came together to found the AEOBiH. Today, 500 members representing nearly all municipalities in BiH constitute the association's public support base. AEOBiH is the only country-wide forum for election officials and others with an interest in the electoral process and has been founded with the following mandate and activity profile in mind: 

  • Promotion of open and transparent elections by means of exchange of experiences and information relating to electoral laws and procedures, technology, administrative practice and education of voters; 

  • Raising the professionalism of election officials so as to advance the activities of holding elections (education of participants in the electoral process); 

  • Advancement of electoral information and research relating to elections in order to promote public confidence in the electoral process and election results; 

  • Development of civic education programs designed to promote greater participation by citizens in elections. 

AEOBiH has been involved in various activities since it's beginning last year. One of the top priorities is to offer professional development opportunities to our members. The Elections Conference described in this publication is one way of doing that. In the past, AEOBiH has been engaged in thematic workshops, e.g. a seminar held in March of this year to develop strategies for local voter information campaigning. A different and new initiative for the future is underway. The secretariat is currently designing a 10-week educational program to be offered to all members in the coming years. This program includes topics such as election law, international standards for elections, the BiH draft election law, as well as good and bad practices in election management and administration. 

AEOBiH is working together with other associations. Since its inception, AEOBiH has enjoyed substantial guidance from the Association of Electoral Administrators (AEA) in the United Kingdom. In the coming months, members will visit their colleagues from IACREOT (International Association of Clerks, Registrars, Election Officials and Treasurers) and ACEEEO (Association of Central and Eastern European Election Officials) to exchange experiences and knowledge.
