APPOINTMENT AND TRAINING OF POLLING STATION
COMMITTEE MEMBERS


General conclusion:

To launch an initiative with the ECBiH for update and adjustment of the Instruction on Polling Station Committee members appointment with the Election Law of Bosnia and Herzegovina, especially Article 8 of this Instruction.

Conclusions:

1. All sub-regulation acts (procedures) referring to appointment and training of Polling Station Committee members, written by the Election Commission of Bosnia and Herzegovina should be adopted at the latest two months prior to the elections, systematized and put together into one document.
2. Organize training of PSC Presidents in accordance with unique methodology that would be created and executed by authorized and professional institutions and organizations through short course, after which every successful candidate would receive certificate. People with certificate would have an advantage during appointment of PSC Presidents. Practical part of the training should last longer in operational plan of the training (ballots counting process, filling in the forms and packing of the election material), and theoretical part should be reduced to a minimum. Ballot counting simulation should be done with ballots sample from 100 to 200.
3. Municipal Election Commissions should make an analysis of PSC members’ work at previous elections, and they should make database of members who successfully implemented tasks and activities of PSC members.
4. Leave possibility for political parties to propose candidates for PSC members, but final decision about their engagement should be made by MECs, in accordance with criteria of the Election Law of Bosnia and Herzegovina and Article 7 of the Instruction on PSC members appointment.
5. It is recommended to the Election Commission of Bosnia and Herzegovina to precisely define role of PSC deputies by appropriate sub-regulation act referring to both training and their engagement at the elections.
6. Use staff potentials created by the AEOBiH for PSC training process.
7. PSC Logbook should be made in two copies. Original should be sent to the Election Commission of Bosnia and Herzegovina, and copy would be left for needs of Municipal Election Commissions.
