The AEOBiH Elections Course was designed according to an assessment
of training needs of members of Municipal Election Commissions
and other election officials in Bosnia and Herzegovina. The
course covers election administration as a professional discipline
and provides training in basic skills relevant to an election
administrator. There are six sequential modules:
Module A International Standards for Elections
Module B Characteristics of Various Election Systems
Module C Elections in Bosnia and Herzegovina
Module D Election Administration in Bosnia and Herzegovina
Module E Research Project on Responsibilities of Municipal
Election Commissions
Module F Election Planning
The course encourages the development of professional skills,
including analysis and critical thinking, writing, public
speaking, group process skills, research design, budgeting,
negotiation and conflict management, media information, computer
skills and project planning methods.
IFES/AEOBiH provides certificates to participants who successfully
complete the course. Under the Decision on Minimum Requirements
for MEC members adopted by the Election Commission of Bosnia
and Herzegovina, the AEOBiH Election Course is recommended
as one of the prerequisites for hiring MEC members.
An additional five courses were offered from end of April
through mid of July 2002 in Sarajevo, Tuzla, Banja Luka, Mostar,
and Bihac. During this cycle fifty -seven (57) members of
AEOBIH have successfully completed the election course. AEOBiH
is planning to continue offering the course in 2003 in order
to make this opportunity available to all Municipal Election
members throughout BiH. To date, one hundred and eighty five
(185) members of the Association of Election Officials in
BiH have successfully completed the Elections Course.
