AEOBiH conducted election observation missions to Poland,
Lithuania and Slovenia in 2000 and to Italy, United Kingdom,
Bulgaria, Albania, Norway and Poland in 2001. These programs
for AEOBiH members differed from typical international election
observation missions because they were comprehensive study
tours lasting from four to seven days.
Two AEOBiH members also participated in an election observation
mission to Belarus in September 2001, while three members
observed Parliamentary Elections in Hungary in 2002. These
two programs were organized under the auspices of the Association
of Central and Eastern European Election Officials (ACEEEO),
of which the AEOBiH is a member.
All programs included meetings with major political parties,
NGOs, election commissions and election administrators at
various levels. The talks covered such topics as training
of elections officials, the voter registration process, use
of modern technology in elections, and decentralization of
electoral administration. The programs also included election
day observation activities and visits to polling stations.
Evaluation seminars are organized after each mission. Participants
use this opportunity to exchange their experiences from abroad
and produce reports to share what they have learned with other
AEOBiH members. Participants also write newsletter articles
and design presentations and exhibits for the AEOBiH annual
conferences at the end of the year. Participants have evaluated
these programs as valuable educational experiences that have
exposed them to the wider world of election systems and alternate
solutions to problems similar to those faced by election officials
in Bosnia and Herzegovina.
IFES and AEOBiH are planning an election observation mission
to Slovakia in 2002 as well as to other countries in the future.
Participation in such international programs has introduced
the BiH election officials to different election systems and
has brought a greater sense of understanding and appreciation
for their own complex system.
