Voter Information and
Education |
During the last election period, the Association of Election
Officials in Bosnia-Herzegovina (AEOBiH) implemented Voter Education
and Information activities to increase understanding of election
procedures among citizens and motivate voters, especially young
people, to participate in elections. Members of municipal election
commission in 44 municipalities across BiH carried out the voter
education activities prior to the General Elections in November
2000.
AEOBiH also implemented Voter Education and Information project
for General Elections 2002. One hundred and two (102) municipalities
throughout BiH were included in this project. Municipal Election
Commissions prepared action plans for implementation of those
activities in their municipalities. Voters were educated about
various components of the election process, including polling
station locations, voting procedures, and other characteristics
of the election process, highlighting changes since the previous
elections.
Various methods were used to reach different categories of
voters, including “face to face” contacts with students, members
of citizens’ associations, residents of local communities,
displaced persons in settlements, employees in public institutions,
pensioners at pensioner homes, and municipal assembly members.
MEC members also made appearances in local radio and TV stations,
organize press conferences, and print posters with important
information, such as the geographic areas assigned to each
polling station. Several MECs also organized rock concerts
in their local areas to motivate the youth to vote. Telephone
hotlines were set up in all the participating municipalities
to answer questions about the election process. The hotlines
proved particularly valuable during implementation of the
project in 2000 and 2002 to handle questions about polling
station assignment on Election Day.
The AEOBiH Voter Information and Education Program helped
MEC members become more familiar with proposal-writing techniques
and project implementation. The program also helped the MEC
members to improve their skills in preparing, organizing and
conducting educational programs and gave them valuable experience
with the media. The program was flexible and allowed each
MEC to adjust their Voter Information and Education project
to address the specific needs of the local environment according
to their own identified priorities. The program also contributed
greatly to the promotion of AEOBiH and its activities among
citizens of Bosnia and Herzegovina, thus increased confidence
and building trust in the election process.
