Dear Friends and Colleagues,
What you have in front of you is a new publication, the result of
the activities of the three-day Third Annual Conference of the Association
of the Election Officials in Bosnia and Herzegovina that was held
in Sarajevo in December 2001 entitled Nationalization and Building
Trust in the BiH Election Process.
One of the key issues in developing democracies such as ours is
to have free and fair elections. With the Election Law of Bosnia
and Herzegovina in place, a legal framework for upcoming elections
has been created, but the law by itself doesn't have much meaning
unless the relevant institutions follow through on their responsibilities
to implement the elections. In that context, the Association of
Election Officials in Bosnia and Herzegovina prepared itself during
the conference to take on a leading role in supporting the BiH election
authorities. The transfer of authority for elections to the local
bodies primarily means the BiH government will take over the responsibility
for managing and conducting the election process. This nationalization
process hasn't been easy to achieve in Bosnia and Herzegovina due
to the loss of citizens' trust in authorities and their doubts about
the fairness of the elections process.
Therefore, it is one aim of the AEOBiH to help restore trust in
elections and election results in 2002. The importance of the third
conference lies in defining the future role of election officials
during this transition period.
During the conference, participants had the opportunity to hear
from the Election Commission of Bosnia and Herzegovina regarding
their ongoing planning for General Elections. All attendees actively
participated in resolving some of the most urgent questions in the
BiH election process through professional development workshops
and shared their experiences regarding legislative decisions and
preparations for General Elections in 2002. This conference also
provided an opportunity for AEOBiH members from all over the territory
of BiH to network with each other, as well as to meet international
guests, who came from the United Kingdom, Macedonia, Turkey, Kosovo,
Hungary and the United States.
This year, AEOBiH also organized an election equipment exhibition
and hope to expand upon this initiative in future conferences.
Finally and on behalf of all AEOBiH members, I wish to thank the
United States Agency for International Development (USAID) and the
International Foundation for Election Systems (IFES) for their crucial
support and interest in our work.
