1. Introduction
The Association of Election Officials in Bosnia and Herzegovina
(AEOBiH) is a non-governmental organization established to promote
free and fair elections in Bosnia and Herzegovina (BiH). This objective
is partly sought and achieved through production and distribution
of elections-related information to election officials and other
interested parties in BiH.
The purpose of this publication is to provide
an overview of recent election results in BiH and to describe and
explain recent changes in the rules and regulations for elections
in BiH.
The 1998 general election results in comparison
with the 2000 general election results will be displayed in pie
charts, explained and connected to other relevant information concerning
voter turn-out, out of country voting, absentee voting, and the
use of tendered ballots.
Open list, preferential voting system, multi-member
constituencies, and political party finance regulations are some
of the important elements that have been introduced recently to
the citizens of BiH. The rationale behind and the function of these
new features in the Rules and Regulations for elections in BiH will
be explained and discussed.
