Annex 3: Election of Delegates to the House of Peoples of BiH

The House of Peoples (HoP) includes fifteen delegates, two-thirds of whom come from the Federation (five Croat and five Bosniaks) and one-third from the RS (five Serbs).

Each political party or coalition represented in the House of Peoples of the Federation (entity level) has the right to nominate a list of Bosniak and Croat candidates for the election of delegates to the House of Peoples of BiH (state level).

Croat members of the Federation HoP will vote for the Croat candidate list and Bosniak members of the Federation HoP will vote for the Bosniak candidate list.

Each political party or coalition represented in the National Assembly of Republika Srpska has the right to nominate a list of Serb candidates for the election of delegates to the BiH HoP. Each candidate list should have at least ten candidates, and voting is secret. Each member of the Federation HoP and RS National Assembly shall cast only one vote for a list (In the House of Peoples of the Federation, Croats will cast a vote for the Croat list and Bosniaks for the Bosniak list).

The mandates will be distributed amongst the lists in proportion to the votes cast for the list according to the proportional allocation formula (voting results for the lists are divided by 1, 3, 5, 7, etc.). These numbers are the list quotients. Mandates are distributed, one by one, to the lists with the highest quotients. When a list wins a mandate, the mandate is allocated from the top of the list.
