BIOGRAPHIES OF SPEAKERS


Robert L. Barry

Mr. Barry is the Ambassador of the OSCE Mission in Bosnia and Herzegovina and the Chairperson of the Provisional Election Commission. Mr. Barry served in a number of other positions during his foreign service career: Deputy Assistant Secretary of State for European Affairs, Deputy Assistant Secretary for International Economic Affairs, and overseas assignments in the Soviet Union, Yugoslavia, and Germany.


Francesca Binda

Francesca Binda is the Director of Elections for the OSCE Mission to Bosnia and Herzegovina. A Canadian political consultant, Ms. Binda has lived and worked in Bosnia & Herzegovina for over four years. Before joining the OSCE in August of this year, Ms. Binda was the country director for the National Democratic Institute for International Affairs working with political parties and parliamentarians in Bosnia & Herzegovina.


Daniel Blessington

Mr. Blessington, a native of Boston, Massachusetts, has worked in the Balkans in the areas of electoral, public and international law and administration since 1996. He is currently the IFES Project Director for Macedonia.


Benjamin Feit

Since May 1999, Benjamin Feit has served as Democracy and Governance Advisor for the United States Agency for International Development in Bosnia and Herzegovina. In this capacity he manages US Government assistance in political institution building including strengthening political parties and legislatures, NGO sector development, civic and voter education, and elections support.


Lidija Korac

Mrs. Korac was born on November 13, 1958 in Imotski, Croatia. In 1983 she graduated at the Faculty of Law, University of Sarajevo. Her work experience includes the following: Director of Department for Foreign Citizens and Borders in the Ministry of Interior Affairs of Republic of BiH, Assistant Minister in the Ministry of Justice and General Affairs in Republic of BiH.


Dr. Rafael Lopez-Pintor

Dr. Rafael Lopez-Pintor is the Professor of Political Science at the Autonomous University of Madrid. Dr. Lopez-Pintor is also working as the IFES Consultant and the Senior Research Advisor for International Institute for Democracy and Elections Assistance.


Josif Lukovski

Mr. Lukovski was born in 1947. He graduated at the Law Faculty, Judicial Deparment, in 1971 in Skopje. From 1971 until 1976 he worked as an expert consultant at the Municipal Court in Bitola. In Since 1995 he has been performing the functions of the judge at the Supreme Court of Republic of Macedonia. Mr. Lukovski is the Secretary of the Republic Election Commission for the Bitola municipality, the President of the MEC Bitola, and form 1999 the President of the Macedonia State Election Commission.


Loreta Obreja

Mrs. Obreja is the Counsellor for the National Agency for Civil Servants in the Government of Romania. Mrs. Obreja attended the First Annual Conference and Assembly Meeting of AEOBiH last year in Teslic where she participated in talks with other election officials from the region of South-eastern Europe.


Beverly Hagerdon Thakur

Ms. Hagerdon Thakur has been assisting the AEOBiH in its development since December 1998, which marked the beginning of the project at the First Congress of Local Election Commissions. The AEOBiH was initiated under the auspices of the OSCE Mission to Bosnia and Herzegovina, where Ms. Hagerdon Thakur worked in the Elections Department from March 1997 through December 1999. She is currently the IFES Field Representative and Training Advisor at the joint IFES Sarajevo/AEOBiH Secretariat.
